Comprehensive Telecom Services

By combining our Site Acquisition and Telecom team with our Survey and Land Development professionals, we are qualified and able to deliver even the most difficult tower site. States like Pennsylvania and West Virginia aren’t easy places to build infrastructure. The terrain is often unforgiving, with hills, mountains, and water around every corner. Permitting can also be difficult with increasingly stringent requirements for Stormwater and Erosion Management.

Land Surveying

Our survey professionals provide a complete range of land surveying solutions throughout every stage of a project’s lifecycle. Services include boundary retracement surveys, property line stakeouts, easement preparation, legal descriptions, subdivision and lot consolidation support, and condominium surveys. For site development, we provide existing conditions and topographic surveys, ALTA/NSPS land title surveys, utility location and mapping, FEMA elevation certificates, environmental and wetland mapping, and large tract aerial mapping coordination. Our construction support includes construction layout and stakeout, building and foundation layout, utility installation layout, roadway and curb stakeout, erosion and sediment control layout, and as-built surveys. We also provide specialized surveying services, including volumetric and stockpile surveys, forestry and resource mapping, FAA obstruction evaluation certifications, and infrastructure and utility corridor surveys.

Land Development

Full-Service Land Development & Subdivision Services

TCG is a full-service Land Development and Subdivision consultant. We provide design and permitting services from commercial or residential developments to single family homes or garages. While we primarily serve Pennsylvania, we do offer limited services in nearby states where we have licensed professional engineers serving our existing telecom clients, many of which have the same needs as traditional developments. A typical Land Development project usually involves boundary and topographic survey, municipal/county land development plans including layout, grading, construction details, and stormwater management, DOT permitting to create or alter an access onto a township or PennDOT road, and E&S or NPDES permitting from the local Conservation District. TCG can handle all these tasks with our in-house staff but also maintains a group of competent sub-contractors to seamlessly help with things like traffic impact studies, wetlands delineations, and infiltration testing.

Evolving Land Development & Permitting Requirements

While land development is ever evolving, with municipalities and counties always making small changes to zoning maps and subdivision ordinances to address evolving needs in their local communities, NPDES permitting by DEP has made several large changes over the last 15 years. NPDES stands for National Pollutant Discharge Elimination System. Any time a proposed construction project disturbs more than 1 acre of land, an NPDES permit is required to be obtained, before earthwork begins. Disturbance is generally anytime existing vegetation, or ground cover is broken or removed to expose bare earth that can be eroded or moved from the site. The intent is that any area of a project that could have silt or mud moved by rainwater, or construction vehicle tires, to another area on the property or road, it is considered disturbed. This permit requires the implementation of both erosion controls and stormwater management. While in the past, an Erosion and Sedimentation (E&S) Control plan had to show where perimeter controls would be placed to stop the flow of mud, and a rock construction entrance to help remove mud/dirt from tires before leaving the property, the permit evolved to include stormwater management, and several times since, to add additional steps and measures to make sure the stormwater management is accurate.

NPDES Permit Requirements

The result now is that a basic NPDES permit requires E&S, PCSM (Post Construction Stormwater Management), infiltration testing, a PDSC plan (Pre-Development Site Characterization plan), Erosion Potential Analysis (to determine if downstream conveyances have the potential for enhanced erosion), post construction infiltration testing of SCMs (Stormwater Control Methods/Basins), during construction critical stage observations and certifications of SCMs, As-built survey for NOT (Notice Of Termination of the NPDES permit), and the NOT itself.
